good catch
I think we might be better of if we had a flag that said
RESTRICT_DICTATION_PROVIDER = null | ['local', 'openai']
that way the behavior is set in one place and if we decide to change our mind, we can just do that from the outside. also good for if other companies than block would want to set their own set of restrictions

Summary
In #5095 we removed a flag we use internally to hide eleven labs voice dictation. Added back a new flag
DICTATION_ALL_PROVIDERS_ENABLEDto encompass multiple voice providers we want to hide.
