Drop the snapper package and its chroot setup script; production no longer uses snapper for snapshot management.
Removes snapper config and timer checks from the image structure test, the e2e install verifier, and the smoke-test recipe in the justfile.

Summary
Production has moved off snapper for snapshot management, so new images
should not ship it. Removes the package, chroot setup script, spec
requirements, structure/e2e verification, and references in the image
guide, architecture overview, and disk-layout diagram.
