Work done
Reorganizes the modoptions changes in alldefs into individual data/module files. These are almost always in the way when trying to read through alldefs, and make more sense (to me) to be in the base defs folder.
Very small modoptions are left in place, for now, and I didn't enforce consistent naming on the modoptions already being imported. The new data files return only the methods Tweaks and/or UnitTweaks and WeaponTweaks.
