Set temporary path around objects in way

If objects are in cars way, set temporary path by

1. Create a waypoint clear of the object, either to the left or to the right that isn't blocked. This will be a certain distance D from the current location.
2. Set another waypoint back on the track a distance D from the newly added waypoint.
