Ah yes, cartopy requires >= Python 3.10. As Python 3.9 hits end of life in a few months I don't have any qualms with dropping support. |

This PR moves us away from using basemap and implements using cartopy for the mapping.
It also takes the opportunity to update that graphics and create a more intuitive output style.
