Adds a cmake rules_foreign_cc dependency to the virtual includes test project and an aspect test. We probably need dedicated support for rules_foreign_cc as in this prototype #7834. However, I'd like to delay this until we have successful split the aspect.
Therefore, this PR only adds preliminary tests to see how targets which depend on rules_foreign_cc interact with our aspect.
