Proposal: reference-screening integration contract for submit-ce

Sourceright has a local, fixture-backed journal-screening contract for arXiv
submit-ce submissions. The integration is read-only: it produces a
sourceright.journal_screening.v1 screening report from submission metadata and
does not submit papers, mutate arXiv state, require live credentials, or alter
canonical CSL records.

Evidence included in the Sourceright repo:

• separate journal.arxiv-submit-ce manifest;
• synthetic source-bundle fixture;
• JSON schema for arXiv submission fixtures;
• CLI and policy tests covering platform registration, fixture parsing, schema
  docs, and no-overclaim boundaries;
• documentation separating provider.arxiv metadata evidence from submission
  platform screening.

Question for maintainers: would you prefer this to remain an external
integration contract, or should we prepare a small upstream module/PR that maps
submit-ce submission metadata into a read-only screening hook?

Rollback path: keep the integration external and remove any proposed upstream
hook without affecting arXiv submission state.

Follow-up after local smoke testing and clarification on the legacy arxiv-submission-core repo (see arXiv/zzz_archived_arxiv-submission-core#88).

Correction: I filed arxiv-submission-core#88 before learning that repository is legacy/inactive. This issue (#72) on submit-ce is the correct upstream thread.

Local proof (read-only): sourceright journal-screen --platform arxiv-submit-ce against the fixture-backed workspace in the Sourceright repo now emits sourceright.journal_screening.v1 with screened_with_warnings for the synthetic submit-ce bundle (2 references, missing-DOI + review-queue signals). Evidence: conductor/tracks/79-arxiv-submit-ce-maturity-hardening/journal-screen-smoke-2026-06-10.md.

Proposed integration point in submit-ce (no writeback):

1. After source extraction, when bibliography/metadata is available, run an external read-only screening step and surface author_action_checklist in the submit UI.
2. Complement existing TeX log citation warnings in submit_ce/ui/filters/tex_filters.py (which already highlights Citation.*undefined on the final run) with structured CSL + verification evidence.

Question: Which hook do maintainers prefer — external CLI contract after bundle export, or a small in-repo module behind a feature flag?

Happy to prepare a minimal PR once you point at the preferred insertion point. Rollback remains trivial: screening is advisory only and does not mutate arXiv submission state or canonical CSL.
