python-connector-base:4.1.1-dev(Python 3.13.14 + patched Debian packages). Bumps the communitysource-cartconnector from base image4.1.0(Python 3.13.9) to4.1.1-dev. This connector is already on the Python 3.13 track (python = "^3.10,<3.14"), so this is a patch-level base bump that picks up the libnss3/libglib2.0-0/tarfile CVE fixes.Base image PR: #80337
