What

Phase 1 pre-release validation of python-connector-base:4.1.1-dev (Python 3.13.14 + patched Debian packages). Bumps the certified source-azure-blob-storage connector from base image 4.1.0 (Python 3.13.9) to 4.1.1-dev. Certified connector with CVEs in the current base image (libnss3, libglib2.0-0); patch-level base bump on the same Python 3.13 track. Connector supports python = "^3.11,<3.14", so it's compatible with 3.13.14. Also exercises the file-based CDK + OCR/PDF system deps.

Base image PR: #80337

This is a test PR — it should not be merged until the production 4.1.1 image is published. The dev digest will be swapped for the production digest before rollout.
