This PR proposes including the Bangladesh payments gateway plugin into the WordCamp repo, such that we can maintain it going forward as part of WordCamp.
As Camptix is no longer supported as a separate plugin, this makes sense and ensures that all efforts from the BD community can be done in one place.
This imports tareq1988/camptix-bd-payments@08fdefa into the repo, in preparation for any further changes.
