CURA-12819 This is required because we are having issues with the protobuf binary built on conancenter for Windows. On the main branch, this has been solved by using the recipes_only attributes on the conan remote, but this branch still uses a version of Conan that does not support it.
CURA-12819 Now the proper packages are in the local cache, future builds should be fine
