docs(preservation): record open-candidate standing snapshot 2026-08-05

Purpose

Create Stage 0 of the append-only candidate cleanup sequence: an exact-coordinate checkpoint for the eight open draft pull requests examined on 2026-08-05.

This pull request is a temporal snapshot, not a merge queue. It records GitHub mechanics separately from governed standing and rejects inheritance from open status, CI, review, mergeability, dependency, or chronology.

All eight were observed open and draft. GitHub reported #105 non-mergeable and the other seven mergeable. The snapshot gives neither observation governed effect.

Preserved correction

The source synthesis stated that the eight PRs occupied five governance lanes while enumerating six. This candidate preserves the discrepancy and uses the computable count of six:

1. foundational correction;
2. exterior evidence;
3. interoperability experiment;
4. proof governance;
5. meta-evidence research; and
6. pre-pilot implementation.

No lane was silently collapsed to preserve the earlier arithmetic statement.

Four files are added. No existing file is modified.

Against the exact tree proposed here:

These are construction results. GitHub CI and review remain separate observations and do not authorize merge.

Branch protection remains a distinct administrative act requiring separate authorization.

Review posture

Keep this PR draft and unmerged. Review should verify the exact bound coordinates, the six-lane correction, the dependency graph, the source-PR non-effects, and the mutation coverage. The next sequence gate remains PR #65 exact-head exterior recomputation; this snapshot records that recommendation without authorizing the review, integration, or merge.
