When Codex VPS is unavailable, OpenAI/Anthropic fallback now reuses the same patch contract and remediation flow as the service backend so snapshot audits and long-horizon shadow signal runs can still produce fix PRs. Co-authored-by: Cursor <cursoragent@cursor.com>
