Motivation
Add repository-local contributor guidance for agents and maintainers. The top-level AGENTS.md stays concise and routes readers to selective deep dives for CLI usage, REST behavior, storage and snapshots, testing, and genesis accounts. CLAUDE.md adds Claude-specific architecture and workflow notes without duplicating the canonical guide.
