Streamline proxmox deployment

Hi! I've made several improvements to the Proxmox deployment process. All changes have been tested, including every Packer template build and the complete GOAD deployment.

Changes

1. Packer Overhaul

   • Added UEFI support
   • Added Windows 11 compatibility
   • Automated Windows ISO downloads from Microsoft
   • Added automatic upload of all ISOs to proxmox during packer build
   • Fixed various deployment bugs

2. Network Changes

   • Replaced the necessity of pfSense with Software Defined Networking (still a manual setup, but way quicker than pfSense)
   • it will be possible to automate completely when this pull request is merged feat(sdn): add support for zones, vnets, subnets, validation, and tests bpg/terraform-provider-proxmox#1995

3. New Features

   • Added Ubuntu 22.04 JumpBox with remote deployment

4. Documentation

   • Added a thorough setup guide to proxmox.md and the README.md file in packer/proxmox
