Hector V3.5.0 Calibration

Summary of Changes

1. Allows for the natural CH4 emissions to be interpolated between one another (this simplifies the picontrol and input tables).
2. Updates the picontrol inputs (ini & csv table). Adds picontrol unit tests to make sure there is no signal in it.
3. Recalibrated key Hector variables, diff, beta, & q10_rh to historical global temperature (Morice et al. 2021), CO2 concentrations (Meinshausen et al. 2017), and ocean heat content (Kuhlbrodt et al., 2023)
