feat: support script for building and deploying OSS

Proposed Changes

• adds the script scripts/influxdb3-oss-local.sh for building and deploying influxdb OSS on the same machine
• purpose is to
  • standardize build and deployment to simplify testing as OSS is rolled out.
  • add OSS testing to the build pipeline

Let’s keep this in draft for now. We can use this script to test our v3 clients with InfluxDB 3 OSS, but let’s hold off on integrating it into CI.

For CI integration, we need to wait for the officially released image. That will give us confidence that the build, image, and server are stable, ensuring our CI won’t fail unpredictably.
