docs: improve linking on PAM overview page

Context

The PAM overview page had several concepts (Gateway, Resource, Account) mentioned in cards without links to their respective documentation pages. This PR improves navigation by adding links throughout the page.

Changes:

• Added href links to Core Concepts cards (Gateway, Resource, Account) pointing to their documentation
• Added a "Getting Started" section with a link to the setup guide
• Added a "Supported Resources" section with cards linking to SSH, Kubernetes, AWS IAM, and Redis resource guides

Screenshots

N/A - Documentation changes only. Preview deployment can be used to verify the links render correctly.

Steps to verify the change

1. View the PAM overview page in the docs preview
2. Click each card in the Core Concepts section and verify they navigate to the correct pages
3. Click the Setup Guide card and verify it links to the setup page
4. Click each Supported Resources card and verify they link to the correct resource-specific pages
