D1.2c bundled two landing-sized changes: moving the last datamailer-sent mail (score, peer review and submission-confirmation purposes) to the package with a local replacement for the remote preference store, and deleting the two retired apps with their table-drop migrations. The split follows the P6 two-pull-request shape: D1.2ca retires the client and all product callers; D1.2cb deletes email_app and the data app with rehearsed drop migrations and moves the bridge settings onto the package keys. D1.3 now depends on D1.2cb.
