Plan fix for website issue #372 (D1.2c retirement).

D1.2c bundled two landing-sized changes: moving the last datamailer-sent mail (score, peer review and submission-confirmation purposes) to the package with a local replacement for the remote preference store, and deleting the two retired apps with their table-drop migrations. The split follows the P6 two-pull-request shape:

  • D1.2ca retires the client and all product callers (templates for the remaining purposes, local category preferences, deletion of course_management/datamailer*, outbox processors, campaign tooling, studio datamailer views, datamailer API surfaces).
  • D1.2cb deletes email_app and the data app with rehearsed drop migrations and moves the bridge settings onto the package keys (RELAY_BASE_URL is already a COMMUNITY_BASE key the package bridge reads; timeouts and pool sizing become package constants).

D1.3 now depends on D1.2cb. scripts/plan.py check: OK (after sync; 96 rows).
