[runner] - Bump terraform version to 1.3.10

What does this PR do?

Enhancement: bump terraform version from 1.1.2 to 1.3.10

Motivation

To implement the custom config file feature, it would be easier with the optional object type attribute.
This feature is only available from version 1.3 and onwards

Checklist

• Auto updates the terraform version the first time an attack is detonated:

• If an attack was detonated in previous versions, it can be cleaned up with the new version

(also tested with a k8s attack)

• If an attack is warmed up in 1.1.2, it can be detonated and then cleaned up in 1.3.10. The terraform version will be automatically updated at detonation step, even if terraform is not used to deploy anything
