Let's play a game, which do you think is more protective, a steel chestplate, or a mesoamerican gambeson made from loose cotton covered in salt between quilted fabric.
If you guessed the gambeson, you'd be right! (for some steel types anyhow)
These protection figures are straight up ludicrous. I know it takes days to craft this and all, but these outperform modern kevlar, and rival the protection of tempered steel ballistic plates. Even the closest comparison in game we have material wise, the gambeson is strictly worse in performance, and layer usage.

1: Look at the values for this
2: See other aztec themed items had balance issues
3: Look at tempered steel ballistic plates being equivalent.
4: Scratch your head in confusion
Expected behavior
I expect that quilted fabric, leather, unspun cotton, and salt to not match the performance of the top tier tempered steel plates.
With less snark, I would assume that these would perform similarly to the gambesons present in the game given they're similar in construction, and weight.

Additional context
A number of other aztec items were found to be unreasonable in the past, I think a similar balance problem happened here. See #77779 for comparison. Also see #74983 as the protection values were noted to be obscene by kevin, and he removed one of the material types by not the other salt hardened one. Perhaps a similar change would work?
