This PR complements https://github.com/Clever/infra/pull/3865
Updated the goci tool and Docker-publish bash script to only push ECR images to us-west-2. Images are now replicated from us-west-2 to all other regions. I'll apply the Terraform changes first at off hours, then merge this. Any CI runs that happen before this is merged will fail on image push and need to be re-run.
Testing
I'll keep an eye on CI after merging to ensure that everything passes. I will also vet that replication is working as expected before merging this, so we do not have a chance of missed image replication.
