Adds an eBPF host routing cluster (ebpf-overlay-cilium-up) to the LSG CI validation pipeline.

  • New ebpf_cilium_overlay stage using ebpf-overlay-cilium-up Makefile target (cluster name kup-ebpf, cilium CNI)
  • Added to delete_resources dependsOn and delete matrix for cleanup
