Editing of time range is possible in create and update panels with 2 ways: - Start/End fields added in panel for written text - Borders in annotation can be dragged with the mouse

What is this feature?
Adds support for editing time range (start/end) in panel when creating or updating an annotation.
This is supported with 2 ways:
Why do we need this feature?
We need this in particular for updates, as it often happens that except of text/tags we need to change the time range, too.
