Query vaults that have debtratio uninvested pass a configurable setting

User can input debt ratio % of uninvested capital e.g

Show me all vaults that have 20% or higher uninvested capital

and page presents the list

This feature can be started in an experimental new page /queries

The idea is to add unalloc funds to the list of vaults, so the user will be able to order the vaults ascending or descending sing unalloc funds.
