creating new AREA_TAG definitions only inserts UPPER CASE, Need lower case support

When crating download directory FTN network details in the download editor, you and only add area tag identifiers that are in UPPER CASE. Some of the file area tags on FTN networks use lower case identifiers. WWIV doesn't recognize the TIC files with lower case identifiers sent via FTN. Need support to define AREA TAG identifiers in the Download Editor with lower case characters OR have the TIC file processor be case in-sensitive.

Code responsible for this is in bbs/diredit.cpp in function edit_ftn_area_tags() lines 151-185

Replace instances of bin.input_upper(kAreaTagLength) with bin.input_text(kAreaTagLength). This will allow adding FTN area tags in mixed case instead of only upper-case text.
