Export modified patches

Allow modified patches to be exported as IPS patches. Modified means that some of the patch records are unchecked in the patch records view.

Another way modified patches could work is we allow file editing the hex control (to modify anything you want!) and then, you can export the modified patch. Basically, create a difference patch between the original file and the edited file. That's going to be a little more complex and it may not work with the current design. Will have to think about how that will work well. Maybe stick to the first idea for now.

@gzip I just so happened to restart development on IPS Peek this week, so it's definitely in the plans. It's been quite a past few years, so life put development on hold. But I'm finally starting to get in the mood to work on it again.
