How to enable VTPM

I've been having some moderate success with this packer module to the point where I think I've worked out where all the bear traps and I can achieve what I need to.

One thing is missing though.

I need to build Windows 11 templates. And that requires a TPM.

I may have misread/misunderstoodthe documentation, but it'd be very useful to be able to do this.

I'm also unable to create a Windows 11 image with this fork of the packer plugin. I am able to create a vTPM machine with the feature-rodyk-revamp fork, but instead having trouble with the cd_files feature on that one.

Is it possible to provide a working Windows 11 sample HCL?
