[NEW] Redesign IO threading communication model pending tasks

This issue summarizes the pending tasks for #3324 :

1. Regression testing for full-queue cases and check how the ticket reservation affects the perf
2. Perf results for the existing queue sizes (Additionally, triggered the automated benchmarking in Github to publish some benchmarking results)
3. Replace instantaneous metrics such as STATS_METRIC_MAIN_THREAD_CPU_SYS and STATS_METRIC_MAIN_THREAD_CPU_USER with existing metrics for Main-Thread and IO-Thread CPU time as per the comment
4. Client memory tracking
5. Clarification on Ignition percentage and other constants
6. Run automated fuzzer (when ready for merge)
