Feature Request: A way to synchronize and wait for all currently scheduled tasks to finish without terminating the runtime.

Request by @bozhiyou to more easily be able to keep the Parla threadpool alive while synchronizing all execution on the main thread. I agree it could be useful, but it'll be tricky to get right in parallel.
