[DMB] Team delegation (review needed)

This page was not originally listed to be moved to the project docs but is mentioned a lot from elsewhere in the pages that were moved. Much of what's here is now part of these pages that mention delegation:

• Developers from Delegated teams
• the DMB page

We are lacking a page on what team delegation is, but the question about whether there is enough content to warrant a page under how-ubuntu-is-made/concepts/delegation, or if it should be a sub-page of the DMB is a question for the DMB.

Either way, please could someone from the DMB:

• review the TeamDelegation wiki page then:
• (optional) submit a PR to rehome anything that needs saving
• once the PR is in OR if there's nothing that needs saving, tell me where I can redirect the wiki page to
