Import Debian config for Linux v6.17.2

Import configuration from Debian's linux-config-6.17_6.17.2-1~exp1_amd64
package. At the time of writing, 6.17.2 is the most recent kernel config
available in Debian's package repository
(https://ftp.debian.org/debian/pool/main/l/linux/). Will update to
6.18 config once Debian releases it, but 6.17.2 is should be closer to
our target 6.18 than the previous 6.12 config.
