Can't open on Mac OS 10.15.7

Fresh Homebrew reinstall, and I get a Finder dialog:
“AnyBar” can’t be opened because Apple cannot check it for malicious software.
This software needs to be updated. Contact the developer for more information.

Homebrew Cask downloaded this file on February 22, 2021 from github.com.

Go to Settings app, Security → General. Do you see “Open anyway” there?

Im on a managed machine, so the options don't include that. I was able to work around by the finder -> right click -> open. The second attempt worked, though I don't understand why.

Unable to open on Sequoia 15.5:

found the option under:
'settings'->'privacy and security'-> anybar open anyway

The proposed solution won't work for managed machines.

Even if I hit "Open Anyway", the same message will appear.
