Export label x and y values from TLC and ISO country tables

Update `functions.sql` to add a tz_get_country_fclass_and_label_placement
* export fclass_iso, and fclass_tlc, and label_x and label_y.  Get these from the iso and tlc tables.  Else return nothing.
