Datetime.to_timestamp* is confusing

Given that:

• Datetime timezone data is not optional
• Unix epoch also explicitly begins at specific time in UTC

It makes no sense to me that there are two distinct functions. Their descriptions are not helpful either; "numbers of seconds ... in local time" tells me nothing about the difference between the two.
