Graft coact frontend and call the repo `coact`

Should we graft the commit tree of coactui into a frontend/ directory here and develop in a monorepo called coact?

This would significantly reduce complexity of local development

you mean make a single repo and move coact-api, coact-ui and sdf-cli into it?

i started with #10. we could rename this repo coact if that is merged. i don't think sdf-cli needs to be moved unless you think it would be a good idea.
