GitHub action does not render docs in order

During running the action, documents are rendered in 'random' order. Apparently there's no fix:
quarto-dev/quarto-cli#6944

Therefore, rendering should happen locally and _freeze version controlled: https://quarto.org/docs/publishing/github-pages.html
