The Hartmann doors and shutters should timeout if they don't close in a timely fashion

We made a mistake in the lab and blocked the closing of the shutter. The shutter didn't timeout, and kept trying to close for many seconds (at least 20, but we weren't counting). The shutter|doors should timeout if motion commands fail.
