Compiling on Mac M3

@scrgiorgio I'm trying to build on an M3. I notice there are a couple of fixes related to this. What is the proper way to build on a mac? Do I need to run something in the script dir? I don't see any documentation about those. Thanks for your help.

@dpugmire can you try to execute step by step the scripts/arm64.cpython.sh script?
This is specific for apple M CPU.
If possible use cpython which seems to have less problems than conda (scripts/arm64.conda.sh)
if it does not work, would you mind sharing the logs of the compilation?
We also have a shared macOS machine we can use to do the compilation online.
