infra: Set up a CI to run tests on commits and PRs #7
Description
Probably use Circle CI as that is what I know how to do.
- Revise how to set up Circle CI
- Create a branch for setting up the CI, running the tests
- Add a badge (all the cool kids do it)
- Merge branch to master
