Decide on visibility rule semantics, especially around DefRecs

The following questions have not been resolved.

1. Can a public function return or accept a non public data type.
   This would allow for some form of ADT

2. Do we want to be able to mark individual RecFields as public?
   This would allow for "partially ADT"
