Remove ASCII-only restriction on citations

Section 3.5 currently states the following:

   3.  Citations are restricted to ASCII-only characters, as described
       in "The Use of Non-ASCII Characters in RFCs" [RFC7997].

draft-rswg-rfc7997bis intends to obsolete RFC 7997, and this guidance can be removed.
