Documentation quick start missing steps

Within the quick start the first action is:

First open up fedmsg.d/sync2jira.py

This doesn't have any prior steps and no explanation of what folder this is, where it is in, how to install sync2jira, etc.

Looking at the documentation as the source of truth doesn't allow me to use sync2jira as there are no clear instructions for it
