High Pressure Steam Boiler not heating up to 1000 degrees

Description of the Bug

A player on my server is trying to use Railcraft to generate steam, but his High Pressure Steam Boiler isn't producing as much steam as it should, and when looking at it, it's only heating up to 500 degrees, instead of 1000 degrees, thus only producing half the amount of steam (in his case, it's producing ~360mb/t instead of the 720mb/t).

To Reproduce

1. Build a High Pressure Steam Boiler with Solid Fueled Firebox (in some testing we did, Liquid Fueled Firebox also seems to only go up to 500 degrees)
2. Fuel it with water and fuel (charcoal in our case)
3. Watch as it only goes up to 500 degrees instead of 1000 degrees, causing it to only generate half as much steam as it should

Expected behavior

The High Pressure Steam Boiler should go up to 1000 degrees and output the full 20mb/t/HP tank
