xGFabric API skeleton as RD plugin (list/describe/allocate/submit stubs)

Goal: provide an RD-side plugin that exposes xGFabric-shaped endpoints (stubbed backend).

Work:

• Implement plugin endpoints and request validation.
• Provide stub handlers returning structured placeholders.
• Ensure E2E path works via Bridge/Edge.
