Reorder tournament article sections

a proposal came up on internal channels to reorder sections on tournament pages (see the tournament template)

• the podium is moved to the top, being the most important bit of info at the end of the tournament
• the organisation table is moved to the bottom, being less relevant to players
• some of these sections appear and disappear during the course of a tournament. for instance, match schedule appears during the tournament (in the case of world cups) and the podium at the end
• notes are included for completeness, but they're for footnotes at the bottom in any case

given that the section names are standardised, reordering them for most tournament pages should be pretty feasible to automate (with special care for the few translations we have). the tournament template should be updated alongside this

There was subsequent discussion about keeping "Organisation" above "Ruleset" or splitting off the rules into another wiki page (not sure about this, since it changes over the years) to not hide the people involved in the tournament below more text.

I don't know how important that is. Usually I expect credits to be at the bottom of something. But I'm neutral on where this goes (as long as it's below things like winners and other stuff that players care about primarily).
