Still unable to change language

I am trying to change the language to German, but for some reasons it doesn't save the change. German language pack extension is there, I can choose German from the language list under settings, I click "save and restart", and the language is still English. Maybe it's not meant to be used in other langauges? Changing locale from en-US to de-DE or de in the yml file has no effect either.
