Add logic to show supported/deprecated section only when registry.json entry is not empty

Where should the changes be made?

This change should be made in any topic or template that shows a supported/deprecated versions section.

What exactly should be updated?

If a service doesn't have a supported/deprecated version, do not show the section heading/intro text in the topic.
Logic already exists to omit the version list; this issue is related hiding the corresponding heading and intro text.
