Create development branches with production branch seed data

We have two clusters: dev and prd.
The dev cluster has a production branch called main.
When we create a branch from main with data for each pull request, we want to create it as a development branch as we do not need high availability at this time.
However, currently we cannot create a development branch directly from a production branch according to the document, so we need to demote it each time to avoid unnecessary charge.

This is very inconvenient. Because we were unaware of this specification, we ended up paying higher fees than we had intended last month.

To avoid such an accident, we would like to be able to create a development branch with seed data directly from the production branch.

What's the size of your seed data?

The reason we have this is: We had many people using fairly large seed data on dev branches. Dev branches have such constrained resources that they'd have issues restoring the data.
