Investigate optimiser stopping criteria

Two things to explore:

1. Things that can be implemented in the optimisation controller
2. Things that are method-specific

For example, some of pycma's stopping criteria could be used, provided we give the user some way to control them.
So 1 would be preferred in most cases, I guess, unless 2 includes some really really smart things?
